Delhi to Ease Business Regulations: Unified Licensing, Less Police Involvement Planned
New Delhi: In a move aimed at simplifying business operations in the national capital, the Delhi government is working to implement key licensing and governance reforms aligned with the Central Government’s agenda to improve ease of doing business.
In a high-level review meeting held on Saturday, Lieutenant Governor V.K. Saxena and Chief Minister Rekha Gupta discussed streamlining procedures to promote a business-friendly environment in Delhi. The meeting was attended by key officials, including ministers, the Chief Secretary, the NDMC Chairperson, the MCD Commissioner, and heads of relevant departments.
Key Business Reform Initiatives Discussed
The meeting focused on removing bureaucratic hurdles and enhancing efficiency by bringing various departments and agencies under a single digital platform. Highlights of the discussions included:

Creation of a centralized database for commercial establishments

Integration of various agencies and departments under a common interface
It was acknowledged during the meeting that the current system suffers from fragmented databases, multiple licensing authorities, and the lack of a unified portal, leading to delays, revenue losses, and increased corruption.
These reforms follow a review by the Prime Minister’s Office, which emphasized the need to improve Delhi’s investment climate.
Major Reforms Under Consideration
The following proposals are under review for fast-track implementation:

Creation of a panel of third-party fire safety auditors

Review of regulatory requirements for fire clearances

A common application form for all No Objection Certificates (NOCs)

Expansion of third-party certification for building plan approvals

Integration of all departmental databases

Development of a single-window licensing portal

Adoption of the Tripura Model for industries with ₹2 crore+ investment

Alignment of MCD jurisdiction with revenue districts

Mandating that district-level officers report to District Magistrates
Police Role in Licensing to Be Reduced
Lieutenant Governor Saxena announced that the role of police in granting licenses will be reduced across several categories. The MCD will now be empowered to provide deemed approvals for factory licenses, while the Revenue Department will handle licensing for cinema halls.
Additional proposals include:

Granting permission for women to work night shifts
These measures are expected to significantly improve the ease of doing business in Delhi and encourage entrepreneurship and investment.

Chief Minister Rekha Gupta stressed the need for reform, noting that multiple licensing authorities often confuse and inconvenience applicants. She reaffirmed the commitment to align with Prime Minister Modi’s vision to position Delhi as a preferred destination for investment and economic growth.
